The Council have listened to residents - providing homes but protecting our        Green Belt

Three Rivers District Council’s consultation on the list of sites to be included in the new Local Plan being developed has now commenced and will run until 10th December. Residents can find details of the consultation at:

For several years, Residents’ Associations from across the district have been working together to convince the Council to move forward with a plan with a lower new housing figure than that given by the Government’s methodology so as to better protect the Green Belt in the district.

​

We are delighted that this work has now paid dividends, with the Council now consulting on a plan with much lower proposed new housing levels, less than half the level given by the Government formula, which will massively reduce the amount of Green Belt that will be lost to housing.

​

Whilst there are concerns about some of the sites proposed, overall, the Residents’ Associations strongly support the proposed plan as it achieves a good balance between providing new homes for local people and protecting Green Belt.

Analysis undertaken by the Residents’ Associations shows that the district will require between 4,500 and 5,500 new homes to provide for local people over the lifetime of the plan, including allowing more of the younger generations to afford homes in the district. This plan proposes 4,852 new homes and will minimise the amount of Green Belt lost whilst delivering the homes our district badly needs. Through the policies that support this plan, many of these homes will be smaller affordable homes rather than the large mansions many developers prefer.

None of us want to lose any of our precious Green Belt, but Three Rivers is 76% Green Belt and has very little brownfield land that can be built on. Just limiting development to brownfield sites would mean that the district would be unable to provide the homes that are needed for local people.

It would be great if the surrounding districts could provide for the new homes required for our population that Three Rivers cannot accommodate on brownfield land. But they are struggling with the same problems. This means they are either having to build on their own Green Belt / greenfield land or, as is happening in Watford, building extremely high tower blocks.

The final stage of the process of agreeing this plan will be a Public Inquiry where a Government Inspector will review and challenge the plan to ensure it is fit for purpose. The Inspector can add sites into the plan if they feel it is required – something other nearby councils have experienced recently.

As this plan proposes less than half of the number of new homes given by the government formula, it is likely that the low housing figure and the removal of Green Belt sites listed in the earlier version of the plan will be challenged by the Inspector.

​

The clearer it is that local residents support the proposed Low Growth and Green Belt Restraint approach with its lower housing numbers, the more likely the Council is to be successful in getting this plan approved by the Inspector with the current lower new housing provision.

In summary:

  • We support using the lower new home number as providing the full 11,466 new homes would result in the damage to too much of our invaluable Green Belt and would provide more new homes than are required to fulfil local needs.

  • The Low Growth and Green Belt Restraint Option put forward by the Council provides sufficient new homes and protects Green Belt whilst the other options suggested would all result in far greater loss of Green Belt to develop new homes the local population do not need.

  • We need residents to make it clear to Government Inspectors that this is the right approach for Three Rivers.

We would ask that all residents support the overall plan by replying to this consultation and agreeing to questions 1 and 3, whilst also raising any concerns you have with the individual sites proposed in the later questions.

BRIEFLY, HOW THINGS STAND


  • Nov 2018: TRDC’s first public consultation on this Local Plan.


  • 2 years ago: TRDC resolved to work with Residents Associations to lower the Government’s housing target – currently 12,500 new homes.


  • TRDC’s draft Local Plan is short of the target when taking into account those sites consulted on and those taken out as not viable or available.


  • October 2022: TRDC unanimously approved a motion to produce an alternative Local Plan based on their own housing need calculation and their vision for the borough, which they would then consult residents on. 


  • This alternative TRDC Local Plan is proposed to be published for public consultation in November 2023, 13 months after approving its production and publication. 


  • The alternative plan may comprise the number of sites in the prior consultations, a few hundred shy of the government target.  This will see around 80% of the Local Plan housing target being allocated on land that is in the Green Belt.


  • It is highly likely that even more Green Belt land will be required for new infrastructure requirements such as schools.


  • The government has consulted on a revised National Planning Policy / Levelling Up Bill that MAY give more leeway to councils with land constraints such as a high proportion of Green Belt.  The TRJRA submitted comments to TRDC on their response and submitted our own comments to the government consultation.

OUR POSITION

We want to see a significant reduction in the government housing target for Three Rivers to:

​a) Prevent building on Green Belt and

b) Ensure infrastructure requirements are aligned with growth. NB 12,500 new homes in a 15 year period equates to a â…“ increase in the population of Three Rivers!

We believe we echo the consensus of residents and Three Rivers District Council (TRDC).


 WHAT WE WANT TO KNOW 

​

  • ​What target is TRDC planning for?           

        Almost the current Government target with 80% of homes on Green Belt

            or;

​       circa 5,000 new homes with no new homes on Green Belt, or something in between?  

​

  • What emphasis and controls will be put in place to ensure smaller, high quality and desirable housing units are built:

​        Housing which enables young people in the district to buy new homes.       

        Smaller quality homes for downsizing, particularly homes for older residents who do not want flats or communal living.

        Smaller units or / and building at a higher density and therefore help to protect our Green Belt.

We can then review plans and determine our strategy


IN CONCLUSION

We understand the predicament TRDC considers it is in, technically and party politically, but this should not stop every possible avenue being explored to ensure we get the best possible outcome for the district.

WHAT WE ARE DOING


In 2018 we set up the Three Rivers Joint Residents Association (an association of all Residents’ Associations In the district) to share knowledge and expertise throughout the district. Since then:


  • We’ve lobbied councilors and MPs on adequate protection for the green belt.


  • In 2022 we met with the then Housing Minister stressing:

  • National planning policy be aligned with official guidance to the Planning Inspectorate and;

  • Ministers should brief Inspectors ensuring that significant land restrictions are at the forefront of determining the volume of housing that can be planned for.


  • We’ve met with all political parties questioning their position in the elections and produced a leaflet for residents on the election issues.


  • We regularly meet with representatives from TRDCs Local Plan sub-committee and have:

    • Provided feedback on Council policy changes;

    • Pressed for TRDC to accelerate its alternative Local Plan; 

    • Asked TRDC to expand upon its vision for the district whilst also stressing the importance of cross party / cross district co-operation.


  • We’ve produced a formula for determining actual local housing need which equates to around 5,000 new homes that we have been pressing TRDC to review and act upon.


  • In 2023:

  • We commented on the revision of the National Planning Policy into the Leveling Up Bill

  • We are seeking to meet the Secretary of State for Levelling Up to ensure new Government planning policy is clear about land constraints such as Green Belt.

  • We’re looking at TRDC’s brownfield register of sites, with a view to finding more brownfield sites that can be developed and built upon with higher housing densities.

  • We continue to engage with MPs, the CPRE, the Community Planning Alliance, the London Green Belt Council, District Councils in similar situations and, with other pertinent organisations to ensure a common sense approach for planning for sustainable growth can be achieved.

CONSULTATION ON ADDITIONAL SITES - CLOSED

In February and March 2023 residents had their say on four new sites and two revised sites – in Bedmond, Kings Langley and Abbots Langley.  These were the only changes to the previous consultation and the sites already identified are still included in TRDC proposed the draft Local Plan.
